For teachers who joined a transferred school late due to a lack of reliever, their station service will be counted from their joining date, as salary must be taken continuously in that place.
When determining surplus teachers in a school with two teachers, where both senior and junior teachers are retiring within 2 years in the same month, the junior teacher will be declared surplus.
Seniority for surplus identification is based on the particular cadre (e.g., SGT cadre, SA cadre subject-wise), not SGT seniority if promoted to SA. If two teachers joined on the same day, the SC candidate is senior if they were first in the seniority list at the time of promotion.
Teachers on study leave who will complete their course after June 1st will have their posts shown as vacancies. Similarly, posts of candidates deputed for higher studies as per G.O.342, Dt.16-08-1977, should be shown as vacant.
Cut-off dates for vacancies include clear vacancies and retirement vacancies as of May 31st of that year. For Headmasters, it's up to August 31st, 2020, and for teachers, it's up to August 31st, 2017.
If a teacher completes 8 years by May 31, 2025, but is retiring within 2 years (DOB June 1, 1965, retiring May 31, 2027), their post should not be shown as a compulsory transfer. However, if they are willing to participate in counseling, the post will be shown as vacant.
If a school is bifurcated (e.g., into Boys and Girls High School in the same building), teachers come under compulsory transfer.

PHC (Physically Handicapped Candidate) Related Queries
Junior PHC candidates are exempted from being declared surplus; the next senior will be shown as surplus.
Blind teachers who have completed 8 years should not be disturbed, and the same rule applies to HI (Hearing Impaired) and Ortho (Orthopedically Disabled) candidates.
If a PH Ortho teacher (SA Telugu) is working in a school where the new structure norms specify Hindi, English, Maths, and BS posts, the PHC candidate should not be disturbed, and other teachers should be allotted as per UP school norms.
When there's one surplus post and one teacher is PHC Ortho (70% disability) and another is retiring on July 31, 2025, the PHC candidate should not be disturbed, and the other teacher should be treated as surplus.
The benchmark disability for PHC exemption from transfer is a minimum of 40%.
If an 8-year completed PHC candidate is willing for a transfer, their place will be shown as vacant upon declaration/willingness form submission.
There is no reservation for PHC candidates for PD/PET posts in DSC recruitment. However, if a PD/PET becomes PHC during service due to unforeseen incidents, they will be considered under PHC.
If an SA Social teacher who is PH is working in a UP school where SA Social is no longer sanctioned after restructuring, the PHC candidate has to be retained, and the SA-BS post is surplus.
Aided School Teachers
For aided school teachers absorbed into government service in 2023, the date of their official absorption into government service is considered for calculating station seniority.
For service points, the date of regular appointment in aided service is taken into account.
Language Pandits (LPs) and PETs
Telugu and Hindi Pandits who joined some districts on September 23, 2017, do not come under compulsory transfer as they have not completed 8 years or 7 years 9 months.
If PETs and LPs are working against School Assistant posts, their respective posts (SA Tel, SA PD, SA Hindi) should not be shown as vacant unless they come under compulsory transfer.
PETs working against School Assistant (Physical Education) posts should not be disturbed unless they come under compulsory transfer.
LPs working against SGT posts in UP Schools should not be disturbed if an SA (Languages) post is allotted to that school, unless they come under compulsory transfer.
LPs working against SA (Languages) posts in High Schools should not be disturbed, except in cases of compulsory transfer.
LPs working against Craft/Art or equivalent posts in High Schools should not be disturbed if the SA (Languages) post is required as per revised cadre strength, except in cases of compulsory transfer.
LPs working against SGT posts can have those SGT posts shown as vacant if not covered in surplus/8 years.
If a school is downgraded to MPS and an LP Telugu PHC teacher is working there, the LP person can be shown against the SGT post due to a court case.
MTS (Multi-Tasking Staff) working places are to be shown as vacant.
For PBD Teachers who completed 8 years and applied for request transfer, their place can be shown as vacant after taking a declaration cum willingness form.
If a PET is retiring within two years and an SA(PE) is also working, the PET is surplus as there is no second SA(PE) post sanctioned as per the new structure.
If a PET working against an SA(PE) post completes 8 years, the SA(PE) post should be shown as an 8-year vacancy.
A PET working in an SA-PD against a surplus post can be put on the surplus list, even if they haven't completed 8 years, if there is no PD post in that school after reapportionment.
Promotions
"Future appointments" includes promotions in SC category GOs.
Clarification on whether an SC Group-2 candidate can fill a vacancy if an SC Group-1 candidate is unavailable in promotions will be issued later.
Miscellaneous
The NCC person is to be retained if there are 2 SA posts and one is vacant, and neither teacher has completed 8 years of service.
If 5 SGT posts are sanctioned, and 3 SGTs and 1 LPT are working against an SGT post, and one SGT post becomes surplus, the LP person has to move under reapportionment to the upgraded SA Telugu post.
A teacher who joined as an SGT in 2010 and was promoted in 2017 to a government HS in the same premises with different UDISE codes under a single DDO comes under compulsory transfer if they have drawn salary for 13 years under that single DDO.
Newly allocated SA-Special Education posts are not to be included in vacancy positions immediately; instructions will be issued later.
A widow teacher affected by reapportionment is eligible for preferential category even if she utilized spouse points in previous transfers.
